This is a magical story set in a world where children with supernatural abilities exist. A mysterious organization called the «Magical Youth Administration» tracks down these children, trying to control them and keep them in special shelters, away from the eyes of ordinary people. One of these shelters, surrounded by the endless ocean, is located on the island of Marsias. It is here that Inspector Linus Baker goes on a highly secret mission. He meets the children of the shelter, who possess unusual abilities: a forest spirit, a gnome, a squirrel, and a werewolf. Despite their unusual appearance, which frightens ordinary people, these children have kind and compassionate hearts. Their humanity and sincerity contrast with the cruel and pragmatic world.

Inspector Baker must uncover the secrets hidden behind the doors of the shelter's abandoned basement. He must also find out what is hidden by the director, Arthur Parnassus, who dresses in colorful suits and checkered socks.
